He has been the Permanent Secretary of the Ministry of Defence\n(1981–1994), the Prime Minister's Office (1994–1998), the Ministry of Education\n(1997–1999) and the Ministry of Finance (1998–2006). He was the first Principal\nPrivate Secretary to then Prime Minister Lee Kuan Yew from 1978 to 1981. In\nevery appointment, he introduced innovative policies and practices which\nenhanced the drive, capacity, capability and performance of the organization.\u003c\/p\u003e\u003cp\u003e\u003c\/p\u003e\n\n\u003cp class=\"MsoNormal\"\u003eSiong Guan has co-authored two books with Joanne H Lim. It won the\nSingapore Literature Prize for non-fiction in 2014. He has authored a third book, Can Singapore\nFall?
